An unscreened vessel does not pass quietly.
Each listing authority is screened against its own dataset, on its own freshness window. When a dataset is missing, unreadable, or older than that window, the screen returns a state rather than a silence, and the state is carried into the decision.
Which of these are in scope is a deployment setting, so a screening list is never widened by accident. Shadow-fleet screening runs separately, against the UANI Ghost Armada list, on a longer freshness window because that list is revised every few months rather than daily.

Any of these forces the assessment to at least Refer, and blocks automated approval with the reason code attached. A Decline is never softened.
Each factor carries the dataset it came from.
A factor row that reads PSC detention history, plus twelve points, explains the arithmetic rather than the decision. Every row in the explainability output carries the evidence behind it, and the assessment reports the coverage it did not reach.
On every scoring factor

- The input set the factor derives from.
- evidence_source.provider
- The provider that supplied that input set.
- evidence_source.retrieved_at
- When it was retrieved, or null where no retrieval time is knowable.
- evidence_source.status
- sourced, partial, unsourced or absent.
On every assessment
- scored_fields
- Fields that can move the score, not merely fields that exist.
- sourced_fields
- How many of those arrived with a named source and a time.
- unsourced
- The remainder, listed by name rather than counted away.
- unattributed_factors
- Factors that could not be tied to any dataset.
The input sets are vessel registry, AIS position, Port State Control, marine loss history, provider enrichment, declared voyage and sanctions screening. A factor that cannot be attributed to one of them is reported as unattributed, not given a plausible-looking source.
Risk and confidence are two numbers.
Missing evidence is recorded as a gap and lowers confidence. It never adds risk points. A vessel with no Port State Control inspection history is not scored as clean. It is scored as unevidenced, and the decision layer refers it.
Port State Control detentions and deficiencies, and matched casualty and loss history, are scored as evidence with their own weights. Their absence is scored as an absence.
An inconclusive screen costs confidence, not points.
NEREUS is decision support.
No NEREUS model has been validated against real loss outcomes. Every assessment response says so, in a governance object the backend produces and no client can override.

An Accept verdict is a recommendation to a human underwriter. It is not a permission to bind, and NEREUS is built so those two things stay distinguishable, for the underwriting managers, reinsurance analysts and compliance officers who have to answer for the decision later.
